"Interpreting Constitutions: An Insider's View of the Appellate Decision Making," the 2006 Constitution Day Lecture at Worcester Polytechnic Institute (WPI). Constitution Day (officially Sunday, Sept. 17) is the anniversary of the day in 1787 when the United States Constitution was signed by 39 delegates to the Constitutional Convention in Philadelphia.
Who
The Honorable James E. Duggan, Justice, New Hampshire Supreme Court. Justice Duggan taught at Franklin Pierce Law Center in Concord, N.H., from 1977 until January 2001, when he joined the New Hampshire Supreme Court. He was nominated by Governor Jeanne Shaheen upon the retirement of Associate Justice Sherman D. Horton Jr. Duggan had been director of the state’s appellate defender program, which represents indigent clients before the Supreme Court, and he argued hundreds of cases before the justices. A native of Laconia, N.H., Duggan is a graduate of Georgetown University and Georgetown Law Center, both in Washington, D.C.
